November 2025 Minutes (DRAFT)

Minutes of Meeting held on 4th November, 2025

  1. Cllr. Charmaine Smith chaired the monthly meeting with Cllrs.N Osborne, S Smith, A Vogel and Mrs D.A.Turner (Clerk) attending.
  2. Apologies

    Apologies from Cllrs. P Chapman, K Anderton, J Shepherd and County Cllr. Nicky Chopak.

  3. Declarations

    Cllr. A. Vogel declared an interest in Item 10 on the Agenda

  4. Minutes

    The minutes had been Emailed to all Councillors and were agreed and signed.

  5. Balance at Bank

    It was reported that the balance at the Bank is £19,949.29p in the Current a/c and £5,014.26 in the Solar a/c.

  6. Benches at Goldfinch Close

    Still awaiting confirmation from Housing Assoc.as to where to put the benches in the Close.

  7. Jacobstow Journal

    It was discussed and unanimously agreed to give a donation of £1,000 to the Journal fund. This to be paid from the Solar a/c.
    Proposed Cllr. Vogel Seconded Cllr. Osborne.

  8. Clerks Salary

    It was discussed and unanimously agreed to increase the Clerk’s Salary to £750.00 per quarter. Proposed Cllr. Vogel Seconded Cllr. S Smith.

  9. Planning Application No. PA25/07280

    Change of use of rural barn to one Self/custom build dwelling house together with associated works. – Land North East of Trengune Farm, Warbstow, Launceston. Councillors replied that they stand by their original comments on 08/09/2017 saying they to do not support this Application because they feel this is not providing any local housing need. They refer to Appeal No APP/D0840/W/18/3197351 dated August, 2018.

  10. Planning Application No PA25/06108

    Part demolition and Proposed change of use of Agricultural Building to 3 dwelling houses (Class 3) - Councillors do not support this application. The residential development Is not suitable next to a large working dairy farm. Also they have concerns regarding parking. This was unanimously agreed.

  11. Code of Conduct

    It is noted that all Councillors have completed the Code of Conduct online.

  12. Councillor matters

    1. It was reported that one of the panes of glass is broken in the Bus Shelter. Clerk to report this to the Suppliers.
    2. Discuss new Planning Regulations at the next meeting.
