Minutes of Meeting held on 6th September, 2021

  1. Cllr. Osborne chaired the monthly meeting with Cllrs.C Smith, P Chapman, I Franklyn, S Smith, J Sheppherd and one member of the public attending.
  2. Apologies

    Apologies received from Cllr. Pallett and County Cllr. Nicky Chopak.

  3. Declarations

    There were no declarations in respect of this agenda.

  4. Minutes

    The minutes had been sent to all Councillors via Email and were agreed and signed as a true record.

  5. Balance at Bank

    It was reported that the balance at the Bank at present is £15,490.95 in the Current A/C and £1,651.81 in the Primrose A/C.

  6. Cornwall Council – Broadlands Farm

    Email received stating that the residential property is currently empty because there are significant issues with the property. Structural surveys are ongoing and advice being taken on how to manage the property going forward. As soon as renovations are complete the property will be occupied by the tenant.

  7. Planning - Oakdene, Edgar Road, Jacobstow

    Cornwall Rural Housing Assoc. advise that a S106 agreement has been sent to their Solicitors they are hoping planning permission will be issued shortly. It is their intention to build out the scheme but need to secure grant finance with Homes England and review the cost plan in the light of the increases that are being experienced for building at the moment.

  8. Cornwall Council - Approved Planning Applications for:-

    • PA21/04666 – 3 Shepherd Huts – Uppercourt, Jacobstow
    • PA21/03671 – Garage/Workshop – Barton Villa, Canworthy Water
  9. Planning Application – PA21/06763

    Dwelling to replace Agricultural Building – Land East of Edmore Park Caravan Site - Cornwall Council have refused this Application.

  10. Accounts to Pay:-

    A grant of £3,000 was obtained from Cornwall Council towards the cost of the Bus Shelter therefore we have to pay St. Gennys Parish Council their share of it.

    • Bus Shelter- St. Gennys Parish Council £1,500
      Proposed we pay Cllr. Chapman Seconded Cllr. S Smith
    • Clerk’s Salary - It was agreed to increase the salary to £500 per quarter
      Salary £500 + Expenses £112.58 Total £612.58
      Proposed we pay Cllr. C Smith Seconded Cllr. Franklyn
  11. Post Box at Langdon Cross

    A complaint was received from a Parishioner regarding the mud in the layby at Langdon Cross. Children wait here for School buses and people post letters in the Post Box. Clerk to contact Oliver Jones to see if anything can be done.

  12. Cornwall Council

    List of Pre-Planning Advice given received from Cornwall Council

  13. Bude Network

    It was noted that two members of the Bude Network wish to attend the November meeting.

  14. Jacobstow Journal

    Donation to be made to the Journal next month.

  15. Public Question Time

    A member of the Public pointed out that there was a pop up Camping site at Leopalooza. A new Toilet block has been built has any Planning permission been given. Also concerns raised regarding the Cornwall Rural Housing houses at Poundstock to rent may be being  sold. Clerk to contact County Cllr. Nicky Chopak regarding these matters.

  16. Planning Application PA21/07873

    Change of use of land for an extension to the existing holiday static caravan park to provide four additional static pitches, together with extended access track to serve the additional units  Edmore Park Caravan Site, Edgar Road, Wainhouse Corner. Discuss this again next month.

  17. Councillor matters

    It was noted that Cornwall Council have erected a sign on the Trengune road saying not suitable for HGV vehicles.
