December 2025 Minutes (DRAFT)

Minutes of Ordinary Meeting held on 2nd December, 2025

  1. Cllr. Peter Chapman chaired the monthly meeting with Cllrs. S Smith, A Vogel, J Shepherd, N Osborne, K Anderton, County Cllr. Nicky Chopak, Mrs D.A. Turner (Clerk) and two members of the Public attending.

  2. Apologies

    Apologies received from Cllr. C Smith.

  3. Declarations / Dispensations

    No declarations in respect of this Agenda

  4. Minutes

    The minutes had been Emailed to all Councillors and were agreed and signed.

  5. Balance at Bank

    The balance at the Bank was reported as £19,829.53 in the Current A/C and £5885.41 in the Solar A/C.

  6. Road Closure

    It was reported that the access road to Poulza will be closed from 9th-11th December. (24hrs)

  7. Planning Application PA25/04729

    Chy Lowan, Jacobstow, Cornwall Council had approved this Application.

  8. Precept for 2025/2026

    It was decided to reduce the Precept amount for this year to £5,000. (Two votes for keeping it the same as before and three votes for reducing the amount.)

  9. Planning Application No P25/08413

    The Old Barn, Broad Langdon, Jacobstow - Proposed new garage. Councillors support this Application but would like a Clause saying this building not to be used for extra accommodation also not to be sold separately to the dwelling.

  10. Clerks Salary

    It was agreed to pay the Clerks Salary, plus expenses. This amounts to £823 19 being Salary £750.00 and £73.19 Expenses.

  11. New Planning Regulations

    The new Regulations will be that the Cornwall Council will pass or refuse future Planning Applications and these will not be sent to the parish Council for their views.

  12. Community Highways Improvement Scheme

    Form to be completed.

  13. Councillor matters

    1. Blocked drain at Ferretts Cross
    2. Parishioners complaining about cars being parked on the road opposite Goldfinch Close.
      County Cllr. Nicky Chopak will look into these matters.
    3. Cllr. Chapman looking into the price of Tubs for flowers.

There being no further business the meeting closed at 8.35pm
