Minutes of Meeting held on 5th May, 2026
Public Question Time
The meeting began with two Parishioners attending to express concerns regarding the road from Broad Langdon to Hendra. Even though there are signs saying the road is closed people are still using it and removing signs and cones.
Election of Officers
As this was the Annual General Meeting it began with the election of Officers. It was proposed and seconded that Cllr. Charmaine Smith be re-elected as Chairman. Proposed Cllr. Vogel Seconded Cllr. Osborne. Cllr. Chapman be re-elected as Vice Chairman. Proposed Cllr. Osborne Seconded Cllr. Anderton. Re-Election of Responsible Financial Officer Mrs. D. Turner. Proposed Cllr. Osborne Seconded Cllr. Chapman.
Chairman
Vice-Chairman Cllr. Chapman then chaired the meeting with Cllrs. A Vogel, N Osborne, K. Anderton, J Hodgson, County Cllr. Nicky Chopak, Mrs D Turner (Clerk) and two members of the public attending.

Declaration/Dispensations
No declarations in respect of this Agenda.
Minutes
The minutes had been Emailed to all Councillors and were agreed and signed.
Balance at Bank
It was reported that the balance at the Bank is £18,898.58 in the Current a/c and £5,885.41 in the Solar a/c
Bus Shelter
An estimate was received in respect of repairs to the Bus Shelter. This amounted to £487.44 + VAT. It was unanimously agreed to accept this quote. Also a Window Cleaner would clean the bus shelter for a further £20. This offer was accepted. Clerk to ask St. Gennys Parish Council to pay half of the amount as the Bus Shelter is in their Parish.
Annual Audit forms
- The Audit form Section 1 Annual Governance Statement 2025/26 was completed on behalf of the Councillors and signed by the Vice-Chairman and the Clerk/RFO.
- Section 2 Accounting Statement 2025/26 was completed by the Clerk/RFO and signed as necessary. The meeting approved the accounts and these were signed by the Vice-Chairman. The accounts will be checked by the Internal Auditor and then displayed on the Notice Board and the Website.
- The Certificate of Exemption – AGAR 2025/26 Part 2 was signed by the Vice-Chairman and all will be sent to the External Auditor.
No Conflict Form
A form confirming that there is no conflict between Jacobstow Parish Council and the Auditors BDO LLP unanimously agreed and duly signed by the Vice-Chairman and the Clerk.

Council Computer
It was unanimously agreed that the Clerk could purchase a new computer for the Council paying up to £1,000 for this.

Road Closure
The road from Broad Langdon to Hendra will be closed from 10th April – 31st July, 2026. Write to Cornwall Council saying this road has become a danger to everyone. Even though signs say its closed people are still using it.

It was noted that the new gov.uk domain has been approved.

Approval being sought on land adjacent Edgar Road to Eden Road.
Councillor matters
Parishioners concerned about the camera that has been erected on the garage on the corner at Eden Chapel. Cllr Chopak looking into getting this removed.
As there was no further business the meeting closed at 8.20pm
